La régulation des Télécommunications au Cameroun : cas de l’A.R.T.

The creation in the 1990s of the Telecommunications Regulatory Agency (A.R.T.), the electronic communications sector in Cameroon is changing. This sector sees the arrival day by day of numerous operators who wage economic battles to conquer market shares and consumers in the era of an increasingly generalized use of the Internet tool. It is in this context that the A.R.T. acts, a public administrative establishment, holder of legal personality under public law, and the prerogatives recognized with this status. ART. has a rich and varied field of intervention and activities such as the organization of the electronic communications market, the control of operators and the protection of consumer rights. This book examines the regulatory activity of the organization, which has a variety of funding mechanisms, in a competitive market. This regulatory function is exercised in particular in terms of sharing telecommunications infrastructure, regulating networks, regulating services, regulating terminal equipment, interconnection, customer service, and the amicable settlement of disputes between operators or with users. Telecommunications operators, academics, students, researchers and practitioners of electronic communications law will find their way in this book.

Author

David Bienvenu NKAKE EKONGOLO holds a Ph.D. in public law. He is currently a Lecturer at the Faculty of Legal and Political Sciences of the University of Douala where he is also Director of the Professional License and Master in Public Markets.

BITE'E ELLA ULRICH holds a Master II research in public law and is currently enrolled in the Doctorate cycle of the Faculty of Legal and Political Sciences of the University of Douala, where he is preparing a Ph.D thesis on the regulation of networked public services in Cameroon.
